dupfile watches for files to appear in an input directory.  When they arrive, 
it copies them to one or more output directories.  Optionally, files whose names
contain specified substrings e.g. "heartbeat" can be rejected.  
dupfile was written to handle files forwarded to NCSN via sendfile/getfile
which must be operated upon by multiple non-sequential processes.

dupfile runs under both Solaris and Windows.
